It's behind the instrument cluster next to the wiper controller (see picture). You must remove the instrument cluster to gain access. Tim

This thread shows how to remove the cluster:

I'll be curious to see the vid. All I know is that I removed the instrument cluster in my '91, several years ago to replace a burned out light bulb in the cluster. Getting to it was a complete cluster F***. All that and a few weeks later that same bulb quit shining. I've lived with it ever since.

Now if only there was a good vid on how to remove the driver's door intererior panel along with removing the outside door handle so I can keep my alarm from going off when I stick the key in the door!

Thank you, Tim for this thread! You just made my life much easier.

I replaced my blinker/flasher can. It burned out from over-use because I replaced my turn signal lamps with LEDs. That caused the blinker to work twice as hard, and . . . it failed.

Thanks again.

Here's the stock OEM flasher.

The OEM flasher had a special holder attached to it. I'm not sure what this was for.

Notice that this appears to be a four-prin flasher unit. Actually, two of the pins are joined together. So, this is really a 3-pin unit.

Here is the electronic replacement I used.
I got it at https://www.superbrightleds.com/moreinfo/flashers-load-resistors/cf13gl-02-led-bulb-electronic-flasher/782/836/

Here's the bottom of the electronic flasher unit. Notice the marking for the pins.

Here's the Previa plug. Notice that it appears to be a 4-pin plug. However one of the pins is a blank.

And here is the electronic flasher unit attached to the Toyota Previa plug. And it works beautifully for both turn signals and hazard warning.
The only thing I wondered about is that this new blinker/flasher does not have the molded in vibration attachment to attach the unit directly to the chassis. So, I put it back into the dash, and surrounded it with some small bubble wrap; not too much as I wanted it to have the same volume clicking as the old one.

just in case you haven't put it back together yet, DO NOT replace the two screws holding the radio from underneath. It clicks in place nice and solidly without them. This allows all subsequent upper dashboard work to be done starting with removing the radio. All lower stuff stays in place. It reduces future work and high blood pressure by at least a factor of 3.
