Anyone know what this is coming from? Doesn't happen at a stop.

Noises are so subjective.
What's (where) does it feel like? (Is it a grinding or a rubbing, feel it in the steering or brake or seat.....)

I'd probably start with checking the tire (tread separations can make weird noises), then move onto the bearings and just eliminate things as you inspect them. Brakes pads can sometimes make strange noises that go away when braking and indicate replacement coming soon.

Definitely not tires or brakes. It's coming from area past the steering wheel. Speedometer cable?

Video doesn't work for me. Photobucket says it's been renamed or deleted.

Speedo cable is a good place to start. Pull the inner out and clean and grease it.
Maybe be enough to quiet it down?? Speedo heads sometimes make noise too, but start with the cable and go from there.
