HVAC Panel Lights

If this is my biggest problem, I guess I'm doing OK. But, I decided to finally replace the two tiny bulbs in my heater control panel. I bought two 14V1.4W Sylvania bulbs. I plugged one in at the top, and it worked. I plugged the bottom one in and it wanted to illuminate, but then both went out, and never came back on.
Both sockets show battery voltage and both bulbs tested ok on my test-battery.
What is going on here? They should work....

Wanted, as in flickered? Loose connection, maybe even one created when you pulled the bulbs from their undisturbed-since-the-Clinton-Administration sockets. Put the bulbs in, wiggle them, the wiring harness and maybe smack the unit around a little to see if that increases the bulbs' motivation? Touching a probe to the socket maybe doesn't move stuff around as much as the pressure from an inserted bulb.
