1985 RWD LE Rear Brake Issue

Hey out there!
Been working on restoring an old 85 back to life and everything works as a 40 year old van would but a brake issue arose. Had all brakes serviced and found during emissions that the rear brakes do not work. They engage with the parking brake but when you pump the pedal nothing happens except for the front. Any thoughts ?
