The wire is the door-closed sensor. For cleaning i would suggest a can of brake part cleaner and some fresh grease first, because they are indeed not ment to be opened.. i may have a broken open one...

If your van is from 1996, I think it should have been replaced 3 times, usually it is 100k, or a certain number of years years, whatever comes first. I think usually it is 7 or 8 years.
