    are you pushing the brake peddle when it is in 1st and turning over?

    should be a switch on the brake peddle, perhaps there is a crossed connection between the clutch switch and the brake switch....

    Does your van have a RPM gauge?
    It could be fuel filter, which is an easy exchange... Fuel filter plugged up usually means, when at stop light the motor chugs and almost or will die. To start back...
