It's easier to replace the rack and pinion. The reason the PS pump whines, is because there isn't enough ATF in the system due to your leaky R&P. I would replace the R&P and get an alignment done.

If the OP performed a dry test and then a wet test and saw SIGNIFICANT improvement. I believe it would be reasonable to assume the piston rings are not forming a proper seal. Piston rings...
from what I know bad piston rings will will burn oil as long as the vehicle is on, so it will be constantly blowing blue smoke. Bad valve stem seals will burn oil on start up and at momentary idle...

I think your valve stem seals are bad... I could see how worn piston rings would cause oil consumption, but worn stem seals would also and are far more common issue on these vans.
Check the resistance on the temp sensor, before you think about changing it again. Is the check engine light code for the temp sensor?

check your charge fuse on the the fuse block... i think its a 15A or 10A fuse or 7.5A Im not 100% on the amperes, but find it and make sure its not blown.
