Hard starting issue, present now that I have a new starter

Hard start issue after letting van sit more than a day w/o starting. Had a bad starter that would only turn over about every 5 th time, so fuel pump was being primed every time I turned the key. Once I swapped in a new starter, turns over every time but takes like 15 times before it will Fire up. Once it starts runs great and no issues until it sits for a day or more. I know the ‘cold start injector’ enriches fuel for cold starts but feels like all the fuel is draining back to the tank. Would cold start injector stay pressurized and provide enough fuel to run the van until the fuel pump has pushed the gas up to the engine? I have also read that the cold start timer may have gone bad so that is what is keeping the CSI from operating.
Any other ideas what could be causing this?
    thanks

I don't have a lot to add other than have you tried testing the cold start timer? i think i remember there being a test for it in the FSM
