94 Previa fan control lever does not move

Hi Can anyone help me why my fan control lever does not move (off Lo * ** HI) and how to fix it?

Using advance search feature? Top right corner by log out...There's a few repairs done to switch. Some show how to get to the fan switch.

The stuck lever is the lever that controls from OFF to HI. Is there anyway to take this box apart?
I can see the mechanics of the top and bottom levers but the fan speed control is in the middle and I can't see what's going on.
